Programme design and implementation

From concept note to measurable results

We design donor-funded programmes and help run them, taking responsibility for teams, budgets, partners and reporting so that funding turns into results.

  • Oversaw a $130M+ multi-donor portfolio at the Nigeria Centre for Disease Control
  • Led a national rollout of 185 diagnostic platforms across 36 states
  • Ran a country office at 98% budget execution with full donor compliance

The hardest part of a programme is delivering it

Funding is approved on the strength of a proposal, but results depend on what happens next: hiring the right people, managing partners, spending on time and reporting the way each donor requires.

We bring experience from both sides of the table, having designed programmes and been accountable for delivering them.

  • Designed with delivery in mindBudgets, timelines and staffing plans that hold up once work begins.
  • Compliance from day oneFinancial, safeguarding and reporting requirements built into the programme, not added later.
  • Results you can reportClear indicators and learning systems, so progress can be shown to funders and communities.

How we deliver a programme

Our approach follows the programme cycle. Timelines depend on the funder and the scale of the work.

  1. Before funding

    Design

We shape the programme, its budget and its results framework with you and your partners.

  2. First months

    Mobilise

We put the team, systems, partners and controls in place.

  3. Throughout

    Deliver

We run activities, manage partners and handle risk as it comes up.

  4. Throughout

    Monitor and report

We track progress against agreed indicators and report in each donor’s format.

  5. Final phase

    Learn and transition

We capture lessons and hand over to national systems so results last.

Dr Emmanuel Agogo

MBBS, MTropMed, MSc, FRCGP, HonMFPH, MIoD

Led by Dr Emmanuel Agogo

Dr Agogo has been accountable for delivering programmes, not just designing them. He oversaw a $130M+ portfolio at the Nigeria Centre for Disease Control, supervised a $150M Global Fund portfolio at the National Agency for the Control of AIDS, and built Resolve to Save Lives Nigeria from its first hire.

Do you design programmes, run them, or both?

Both. Some clients ask us to design a programme and hand it over; others ask us to design it and stay on to deliver.

Can Forward Health manage donor funds?

We work within each funder’s requirements for financial management, safeguarding and reporting. Where a funder needs a particular implementing structure, we agree the right arrangement at the proposal stage.

Can you join a consortium bid?

Yes. We can join larger programmes as a sub-recipient or technical partner alongside a lead organisation.

Which donors’ requirements do you know?

Our experience covers the World Bank, Global Fund, BMGF, CEPI, the European Union and bilateral donors.

Can you provide a senior leader for our programme?

Yes. We can place a country or programme director with your team for a defined period.
